[TCLCORE] Tclvfs

There hasn’t been a release of tclvfs in a long time, unless I missed it.  
Between Jan and myself, changes have been made that support the mixed Tcl9/Tcl8.6 environment. I’m thinking of doing a beta release. The question I have is should the version bump up from 1.4.2 to 1.4.3, or 1.5.0? (functionally there’s no change, afaict.)
