[TCLCORE] Wiki post on work areas and futures

asked about areas where folks could contribute to Tcl/Tk and its ecosystem.
I added my own thoughts there and hope others can do the same as well as
comment on what they feel should be the priorities.

 

It would help planning future development as well as coordinate package
contributors.
