The fact that filtergen.tcl is in Tcllib never bothered anyone, and I 
think
that's the right posture for Tcllib.  It's a convenient repository for
distributing free software.  Alternatively, one branch could be strictly 
for
works licensed under the MIT/Tcl license, and another branch could 
accomodate
other free software.
