[TCLCORE] Tk 9.0.0 Release Candidate

are RC2 candidate source code distribution pre-release of Tk 9.0.0

This is the third of a sequence of candidate releases leading to the release of
Tk 9.0.0. Testing of builds and operations on multiple platforms is invited.  Any
critical problem that should block the release should be reported immediately.

It is expected that the RC2 candidate files will become the Tk 9.0.0 release later
this week.
