[TCLCORE] TCL_PACKAGE_PATH 8.6.15 and 9.0

Hello everyone,

Previously, I was able to extend or adjust the `auto_path` in Tcl on my Mac using the environment variable `TCL_PACKAGE_PATH`. This no longer seems to work for either 8.6.15 or 9.0. What should I do?

So far on the Mac, I have been using the gnumakefile:
make -C tk8.6.15/macosx
