I think I added that line based on TIP 592. The purpose was to let people know Vista and earlier are no longer supported in Tcl 9. Perhaps it could be worded better, something along the lines of Tcl 9 is supported on Windows 7, Windows Server 2008 R2 and newer. As far as testing goes, I'm afraid as for Linux and Unix platforms, I don't think anyone is actually testing all versions and service packs, the Server editions in particular.
