[TCLCORE] No 64-socket limitation on Windows

For any that were involved with the discussion of whether Tcl could
theoretically have a 64-socket listening capacity limit, this appears
to not affect Tcl because we use a slightly different API.  This was
from the URL:

IOW, no worries, I've created 120 simultaneous active sockets with
no problems.  Strike one off the todo list.
