[TCLCORE] TLS 1.4 tagged and ready

I've tagged the TLS cvs sources at tls-1-4 and created a distribution
for tls1.4.  There is also a new 'make dist' to ease this process in
the future.  The distribution is a subset of the CVS files, not including
the old tests directory.

Once I touch bases with Brent to find the right place on the ftp site,
we'll put it out and make an announcement.
