As soon as we can get the effort rolling, we want to make XML the
base format for all docs, with converters to man/html/winhelp/etc.
Starting with pod is definitely not an alternative. Note that
many perl'ers don't even like pod's limitations. No need to waste
effort there when we can start fresh with XML.
