By tcl as MPW tool I assume you mean a version of tcl that runs using 
MPW's command line interface?  I don't recall ever hearing anyone doing
that.  I do recall someone - perhaps Mark R. - doing some work a long
time ago to get Tcl 7 or perhaps even early 8 to compile using MPW's
C compiler.  As I recall, it was painful...
