this works for me, an equivalent sequence of commands gives 
"Cartan:Applications" as the result of the last pwd :

% info patchlevel
8.3.3
% pwd
Development:Development =C4:TclTk:Tcl/Tk Folder 8.3.3:Build:
% cd "Development:Development =C4"
% pwd
Development:Development =C4:

so I don't think I can help you with your problem... does anybody 
else see this?

I'm running OS 9.1 but I don't see how that could affect you, 8.6 is 
a rather old os though...

that's a good idea, maybe you could add a feature suggestion on SF to 
that effect, so that this doesn't get lost
