I don't think this is a mac tk problem, it sounds like the bwidgets 
weren't written with a non window-local menubar in mind, it might not 
be easy to fix.

without more details it's certainly hard to tell you where to look, 
maybe somebody has already come across this before, you should try 
asking on c.l.t
