Notice how the treatment of surrogates differs between the two
encodings.
If I try this:
$ tclsh9.0
% encoding convertto ascii \uDC00
unexpected character at index 0: 'U+00DC00'
% encoding convertto utf-8 \uDC00
unexpected character at index 0: 'U+00DC00'
Again, which version of Tcl 9.0 are you testing?
