[Tcl-tdbc] Remove MySQL <5.1 support?

Team,

I recently fixed a critical bug in tdbc::mysql that had its roots in the
gymnastics that we go through to support the API incompatibilities with
MySQL client libraries prior to version 5.1.

Since 5.0 went end-of-life about a decade ago, what would people think
about removing that stuff altogether and simply using the API from 5.1 and
beyond (including all extant versions of MariaDB)?
