It sounds like I will have to update to 11.3.

I'm not trying to install TclTk in the operating system. I am building locally. The build fails at link time. Now, perhaps the build is mistakenly trying to link to installed versions of TclTk, which do indeed exist in MacOS 10.15, it has TclTk 8.5.18 loaded by default.  When I build with "make embedded", the link fails just as for "make".

I guess I'll try removing MacOS's pre-installed 8.5.18 and see if that helps.
