[MACTCL] Bitmap not supported?

I just built TclTk 8.6.11 on a Mac mini M1 and the photo handling commands report that bitmap (.bmp) format is no longer supported. The file generic/tkImgBmap.c seems to provide bitmap support so what is going wrong?
