The breakage came in 10.14 - a lot of under-the-hood changes in Cocoa 
drawing routines that broke Tk in multiple ways. Marc Culler did a lot 
of heavy lifting to re-work Tk's drawing methods for 10.14 and beyond, 
and those updates were released in 8.6.10.

I suggest using 8.6.10 if you're able to.
