This I find quite strange.

I have exactly zero failure on Windows:
   - Vista
   - Win10 (build 1803)
with the tip of any of :
   - core-8-6-branch (that is [e70ffd7e])
   - catalina_more_tests (that is [ddbb4881])

And you're saying these failures are "present for a long time"? Astonishing.
I don't see any failures on the above systems for, I don't know exactly, 
more than one or two years.

Any non-standard (fonts, system...) settings that you could have on your 
WIN10 that could create this?
Some of the failures you show look really odd.
