[WINTCL] How to add packages in cygwin

Greetings.

An old programmer, but newbie in TCL. I am trying to run a script with a required package, which I know I don't have. How do I install that package?  I am using Cygwin, which already comes with TCL, but there is no teacup available.  Thoughts?  Thanks.
