Builds and works on Windows and Linux.
The only problem are missing files "win/rules-ext.vc" and 
"win/targets.vc" in the distribution tk8.6.8rc0-src.tar.gz 
<https://sourceforge.net/projects/tcl/files/Tcl/8.6.8/tk8.6.8rc0-src.tar.gz/download>,
when compiling with nmake/VisualStudio.
