[WINTCL] not allowed to invoke subcommand dirname of file

Error in configuration file "./tclhttpd.rc"
:Error: not allowed to invoke subcommand dirname of file
    while executing
"config::init $Config(config) Config"
    (file "C:\DEV\WorkSpace\LM_TCL_DEBUG.2\httpd.tcl" line 156)

Kindly suggest how to resolve this?
This is coming with tclsh86 and not with tclsh85
