The Togl developers keep a Cocoa fork of Togl here:

http://plato.cgl.ucsf.edu/trac/chimera/browser/trunk/foreign/Togl

If you use UCSF Chimera you will see it works fine.

Guess they have not gotten around to releasing it formally.
