[MACTCL] Does this require a TIP?

Hi all,

I was reviewing some patches for Tk-Mac and liked what is being proposed 
here:

However, it occurred to me that this patch adds a couple of parameters 
to tk_getOpenFile on the Mac, and so I am wondering if such a change 
requires a TIP. Please advise?
