I merged these patches into the trunks of tdbc and tdbcodbc.

I'm working on that. As I go I notice that tdbcodbc/win/makefile.vc
is using the directory names under tcl/pkgs/ to find things.  We want
to avoid that.  Maybe how the Makefile.in handles things can be copied?

I'm going ahead with what you've given, since fragile support is better
than no support at all.  At least I think so for now.
