While we are past feature 'slush', I think that this change is both
sufficiently constrained and sufficiently important that it should
be considered for 8.6.

The fact that Microsoft shipped the Access 2007 database format
as a 32-bit-only product, stating that drivers will not be
available for 64-bit ODBC (or higher-level data access systems that
depend on it) has interesting implications for TDBC. We have an
opportunity to provide some badly needed glue in the Access world,
but that'll require some co-operation between 32-bit and 64-bit
co-resident versions of Tcl.
