[Tcl-soc2008] Our 2009 application draft

I know from Clif Flynt that Matthew Burke is finishing our application
and will submit it shortly. I've put my draft on the wiki at
http://wiki.tcl.tk/22713 (it is mostly copy&paste from 2008). I've
also added at the top of "2009 Idea page" some info from last year.
I've also made a http://purl.org/NET/tcl-gsoc2009 which redirects at
http://wiki.tcl.tk/22182. Maybe we should use it to overcome current
wiki slowdown.
