Hi everyone,

I've updated TIP #329 (http://tip.tcl.tk/329) and provided a reference 
implementation in Tcl.  If you have any last-minute show-stoppers please 
yell, otherwise I think the TIP is ready for a vote, if someone is 
willing to sponsor it.
