* win/Makefile.in: Corrected compilation flags for tclPkgConfig.c
so that it doesn't require Stubs.
* generic/tclBasic.c (Tcl_CreateInterp): Removed comment stating
that TclInitEmbeddedConfigurationInformation needs Stubs; with the
change above, the comment is now erroneous.
