TK_LIB_SPEC='-bI:/sci-apps/nist/donahue/lib/libtk8.4${DBGX}.exp' This looks like a mistake to me, because the name of the library (export file) that was built and installed by Tk is not fully specified. It remains contingent on the value of DBGX. Now, Tk had some value of DBGX in effect when it built and installed the actual Tk library file, and extensions building on Tk need to know what that actual Tk library file name is so they can add the right options to their linker calls.
