Summary: static build support for Tk makefile.vc

Initial Comment:
This patch adds support for static builds to
makefile.vc.  (The current cygwin Makefile supports
static builds, but the current makefile.vc does not.)

The changes were patterned after ideas from the cygwin
Makefile, the FreeWrap makefile.vc, and the incrTcl
makefile.vc.

Compilation tests were performed for both dynamic and
static builds on Windows 95, NT, 98, 2000, and Me.  The
test suite was run for both dynamic and static builds
on Windows NT and 2000.  No problems were observed.

This patch also updates mkd.bat and rmd.bat as follows:
 * replaced unreliable directory test with standard
method
 * simplified mkd code
 * replaced rmd code (which prompted user) with simpler
method
