Donal, you and I are in violent agreement.  (3) is the only sensible
choice.  Given the pragmatics, I'd like to see:

    3 bis: Accept Steve's partial solution - augmented with some means of
           updating it outside the normal Tcl release cycle.

and further:

    3 ter: Extend the ability to update outside the release cycle to other
           volatile portions of the core, such as tzdata and msgs.

and maybe even wrap this up as

    3 quater: Sort out bundled packages so that we can define a "usual"
              mechanism for packaging "non-core" components that nontheless
              ship "with the core."
