Would a layerd approach be too complex? That is, have basic support in the core. Then a layer on top of it, with some sort of code that selects the tcllib code first if newer, that people could work out the details for new platforms. Then, during the next Tcl release, the proven additions are moved from the tcllib module to the core, and the cycle begins again.
