That bug pervades Tcl - we don't do internationalized caseless comparison. And that's rather large kettle of fish - yes, the Unicode collation algorithms are well specified, but we certainly don't attempt even string normalisation yet. I rather think that fixing that issue (which is already present in [regexp -nocase], [lsort -dictionary], and so on) is a separate project from the TIP at hand. I would like to take it on sooner or later, but since there's only one of me, it would have to be later rather than sooner.
