#622 --disable-shared builds for bundled packages?

Currently, the --enable-shared option is forced when
building the bundled packages under the control of
the master unix Makefile. Since the default intent of
the total Tcl+pkgs build is to install a [load]able set of
packages with Tcl, this makes sense.

There are some users of packages who wish to build
their static versions. If the package supports it, they
can certainly get what they need working in their own
build directory. Consider whether anything in the master
Makefile needs to make this possible as well. Consider
that this might run into difficulty if/when we have packages
that don't support the static library configuration (TDBC?).
