#592 remove win 9x specific tests

HEAD of Tcl development has abandoned support
for the Win 9* operating systems.

The test suite includes tests constrained by the
constraints "95" and "98" and derivatives. These
are either tests specific to those operating systems
that we no longer need, or if they are useful on later
versions of Windows (or even more broadly) then
they are overconstrained.

Request that someone who knows something about
this, or at least who tests on Windows systems go
through and clean up.
