Do some sharing of integer result objects between
multiple invokations of [binary scan] (minimally just
the zero value?) so code that scans in bits doesn't end
up allocating masses of identical objects.

If we are going to do this, maybe we should provide an
interp-wide cache of small integers (-128 to 255 maybe).
In a second step we can let the compiler and TEBC profit
from it too, and expand the use to other tcl commands.
