#3833 expr.n vague operator reference

Throughout the Tcl man pages, there are various references to C, which of course will only make sense to the reader if they know C. However, nn expr.n, there is a reference to
"See the C manual for more details on the results [...]".

I don't know whether it would be better to attempt to detail the results here, or to point to a specific topic that one should reference like "See a C programming book's discussions on relational and logical operators for more details [...]"

In a perfect world, there would be enough detail in each of the man pages so that one either could understand the workings, or have a website to reference...

    I see this in two parts:
    1) don't refer to C, refer to mathop(n)
    2) make mathop(n) better
