#3361 [win32] set file mtime fails on directories

OS: Win32, Windows XP SP2

Problem:
When using [file mtime {directory name} {new mtime}]
command fails with "permission denied" error.

Expected:
Directory mtime changed successfully

Possible fix:
file /win/tclWinFile.c, function TclpUtime
FILE_FLAG_BACKUP_SEMANTICS should be used instead of
FILE_ATTRIBUTE_NORMAL to successfully open directories.
