#3287 exec leaves temporary files behind on win98

Executing the following code on win98 creates two
TCLxxxx.tmp files in the temporary directory $env(TMP).
When the notepad application is closed, only one of the
files is deleted again. The file containing the
standard input gets left behind.

set input foo
exec notepad << $input

This behavior was observed with tclkit 8.4.11. It
doesn't happen on winXP.
