#3024 file link -symbolic should not test for dest exists

This is neither necessary nor desireable. It should be
possible to simply construct a dangling symlink,
because it is impossible to prevent symlinks dangling.

tcl also normalizes the symlink's destination and uses
that normalized form instead of the destination string
as given.

This isn't consistent with the unix ln -s command, nor
is it necessary, nor is it useful, because while it is
always possible to explicitly symlink to a fully
normalized path, the current implementation makes it
impossible to symlink to a non-absolute path.
Furthermore, normalizing the dest path will remove any
symlinks in the path, which is not desirable behavior.
