#2398 volumerelative paths not normalized

No

On Windows at least, 'volumerelative' paths such as /foo
(which is equivalent to C:/foo) are not normalized:

% file normalize /foo
/foo
% file normalize C:foo
C:foo

These are incorrect, and will lead to a failure of the vfs
mechanism to intercept virtual paths which are accessed
using volumerelative paths.

Fortunately volumerelative paths are rare, so this bug is
not hugely critical.

    Reducing priority, since these paths are very rare, and
    other bugs on my list seem more important.

    Applying fix to cvs.
