On Windows at least, 'volumerelative' paths such as /foo
(which is equivalent to C:/foo) are not normalized:
% file normalize /foo
% file normalize C:foo
These are incorrect, and will lead to a failure of the vfs
mechanism to intercept virtual paths which are accessed
using volumerelative paths.
Fortunately volumerelative paths are rare, so this bug is
not hugely critical.
