#2396 tcl8.4.3 doc/tclvars.n incorrect doc on tcl_traceExec

tcl8.4.3 file doc/tclvars.n
refers to tcl_traceExec and tcl_traceCompile,
just as it always has. However, with the tcl8.4.3
release, these variables are only predefined and bound
if the tcl code was compiled with TCL_COMPILE_DEBUG,
which is not the default with out-of-the-box builds.

The documentation needs to be updated to say when these
variables are predefined and bound.

    Mmhh ... I see that HEAD and also
    http://www.tcl.tk/man/tcl8.4/TclCmd/tclvars.htm#M43
    include the phrase "This variable and functionality only
    exist if TCL_COMPILE_DEBUG was defined during Tcl's
    compilation."

    Q then: are you saying that (a) that sentence is missing in
    8.4.3, or rather that (b) it is not clear enough (especially
    in not mentioning default builds).
