#2336 tcl_cv_strtod_buggy problem

Hi!

I'm trying to cross-compiling the TCL8.4.2 and I notice
some problems with the configure stage.

The problem is that the configure problem detect the
"Solaris2.4/Tru64 strtod bugs" as buggy even if I
compile with the powerpc-linux-gcc cross compiler on a
Linux system (i386).

I tried to understand the problem... is possible the
solution is to change line 3901 of configure file from:

if test "$cross_compiling" = yes; then
tcl_cv_strtod_buggy=1
else

to

if test "$cross_compiling" = yes; then
tcl_cv_strtod_buggy=0
else
?

    There is no way to know if the given runtime bug exists on
    the target
    platform without running a test. Since you are cross compiling,
    there is no way to run such a test. Therefore, the code needs to
    assume that the bug does exist and use the work around
    which should always work when cross compiling. Closing bug.
