#1634 Encoding files are out-of-date

The encoding files in tools/encoding and the encodings
in library/encoding are out-of-date with respect to
the current version of these files on ftp.unicode.org.

As a result, the Euro character is not supported for
input on Windows. There are probably other
differences, too.

The encoding files should be updated.

    The files seem to have been updated back in may, but only for
    the 8.4 branch of the CVS. It may be usefull, to merge that
    update into the 8.3 branch, too.
