ReproducibleScript:
Downloaded Tcl 8.2.1 source to UTS of Amdahl. UTS is the OS on Amdahl.
Successfully build tclsh after writing three functions missing from UTS
library: setlocale, mkfifo and strftim, which do nothing but printf()
some messages. Issue "tclsh" from the command line.

ObservedBehavior:
receive the following error:

TclExecuteByteCode: unrecognized opCode 144
Abort(coredump)

The same result shows up when running "make test" with different
unrecognized opCode 208.

The printf message shows that among the three added functions as
mentioned in 6), only setlocale() was called. Seems the added functions
are not likely the problem.

DesiredBehavior:
Ready to type Tcl command as on other Unix platforms such as HP or Sun.

This should be tested against the 8.2.2 release of the 8.3a1 CVS
core, as it may relate to an already fixed bug.

Several changes to the 8.3 betas with input from UTS users at
IBM have fixed all the related UTS config and build problems.
8.3.0 should work out of the box on UTS.
