TCDB Complete Rewrite

We are starting a complete rewrite of the TCDB. This is due to several factors, but the end result is what we hope will be a much more useful and solid release than 1.0 was.

The new release (2.0) will be built using PHP/MySQL and will include several features not in 1.0.
