#9 adding edit-this-page at top of page

I am really confused I'm afraid, common.php uses (it
seems) $args() as 2 seperate arrays and it is not until
the page body is output that the 2nd $args() contains
the data needed to produce the edit-this-page url.

However I would REALLY like to output this link at the
top of the page (like most toolbars). Is there a way to
do this? I have exhausted my understanding of php.
