[tauruslib-devel] New release of Taurus 4.6.1 (Jul19)

We are happy to announce the release of Taurus 4.6.1.

As a highlight, this release replaces all the previous CLI commands 
(taurusform, taurusplot, etc.) by a single command called "taurus" that then 
uses subcommands.

Also, it brings some "under-the-hood" changes to better support plugins, such 
as the taurus_pyqtgraph plugin that can now be downloaded from PyPI

This release also further consolidates python3 + PyQt5 as the environment of 
choice for new developments.
