When I create a task like the one below and change the "start date" to something a little earlier like "start date 2013-05-06 04:00", it seems to only change the first recurring task. Ten days later, it is still 04:15.

Are you sure of this ? I really doubt it's possible, because the old value is not saved and I couldn't reproduce it.
For the moment, no you cannot display future recurring tasks because the recurring function take a lot of resources.
