Then it simply means you are behind a proxy, configure the proxy in Settings -> Proxy

I don't have a proxy in home, only default setting router

probably does not work for any setting in Windows 7, I have a version Windows 7 Ultimate, on a second computer with windows 7 HE works ok, on the same network

  I have the same problem with a windows 8 system. With windows 7 it works proper. I use in the same network at home in both version the system-proxy. And I don't have any proxy.

But when you try to install a plugin it fails ?
